Survey of the emergence of image-processing video as a genre situates its origins in the late 1960s alternative television movement and the pages of Radical Software; it describes tool types (raster manipulators, colorizers/mixers, synthesizers) and cites the Paik/Abe Video Synthesizer, the Rutt/Etra Scan Processor, Beck's Direct Video Synthesizer, Sandin's Image Processor, and Siegel's colorizer and prototype synthesizer. The article profiles Eric Siegel (built colorizers, prototype synthesizer, sold ~10 colorizers, later formed Siegel Electronics), Stephen Beck (NCET residency, completed synthesizer 1971, BeckTech), Dan Sandin (Image Processor finished by 1973, gave plans away, ~$3,000 Illinois Arts Council grant), and Bill and Louise Etra with Steve Rutt (built raster-scan device, WNET TV Lab support, ~20 machines produced; legal settlement ended marketing).

NYMDI Videotape Restoration Program Preservation

The New York Media Decentralization Institute initiated a twofold videotape restoration program comprising sponsorship of research with reprint distribution and development of a method to restore old 3/4" videocassettes. In 1987 Tony Conrad devised a rejuvenation procedure that recovered several 1/2" reel-to-reel artists' tapes; his notes were published by The Independent and in 1989 his procedure will be included in Rick Prelinger's archival guide in NYC. The Institute is a not-for-profit research association promoting understanding of the media arts and industry; it publishes reports and does not grant degrees.

Knox, chairman of the New York State Council on the Arts for ten years, reviews the Council's development, legislative recognition, recurring financial crises, and the question of how well its structure works. He details ongoing programs (Touring, Traveling Exhibitions, Technical Assistance), later additions (Film, Poets and Writers, Composer in Performance), grantmaking (Museum Aid, Festival Program), partnerships with AFL-CIO and the Ghetto Arts Program, initiatives for mental hospitals and children's theatre (with National Council on the Arts funds), an opera costume bank, and a SUNY residency program. He names executive directors Laurance Roberts, John H. MacFadyen, and John B. Hightower and proposes a Performing Arts Aid Program.

Hightower, Executive Director of the New York State Council on the Arts, assesses funding and institutional crises as the Council enters its second decade (1969–70), warning that the Metropolitan Opera, Buffalo Philharmonic and Rochester Symphony face imminent bankruptcy and that many state museums are insecure. He traces funding from wealthy individual patrons aided by tax benefits to limited corporate giving and to public support hampered by bureaucracy and Title III grants; he cites Laurance Roberts' 1960 recommendation for a $450,000 initial appropriation and notes grassroots forms such as street theatre, electronic sound, rock, jazz and folk addressing new aesthetic and public demands.

Interview with video artist Jayce Salloum by Molly Hankwitz about his practice addressing representation and resistance in the Middle East, especially Lebanon; Salloum discusses production and reception strategies, critique of documentary conventions, and creating audiences through screenings and workshops. On That Very Uncomfortable Edge: An Interview with Alan Sondheim Interview

Alan Sondheim, identified as a writer, teacher, curator, filmmaker, musician and contemporary art theorist, served as curator of Atlanta's Nexus Contemporary Art Center beginning in 1983 for two years, taught at the University of Texas in Dallas from 1986 to 1987, and served last year as artistic director of Hallwalls Contemporary Art Center in Buffalo. He recently returned to the Southeast to live in Atlanta and teaches contemporary art issues at the Atlanta College of Art and Western Carolina University; his book Disorders of the Real was issued by Station Hill Press. The interview was conducted in February at Western Carolina University with WCU instructor and book artist Leonard Seastone participating.

Open Reel Videotape Restoration Preservation

Tony Conrad documents restoration of a 1/2" Sony videotape (presumed 1973) that produced no image on a Sony AV-8650; deposits of backing material and magnetic oxide coating clogged the head drum, guides and skew post. Using a rig elevating the take-up reel with a 45-rpm record and empty audiotape reel, silicone-soaked wipes and repeated head and guide cleaning, the tape ran for 10–15 minute segments, sufficient to re-record a master comparable to 1977 playback though a short section was abraded.
