Select Create Content> ETC news. 

Define title

Put in Video url if there is one.

Write the Body.

If you want the News Item to appear on the home page select promote to home page. As this is the default, if you don't want it to appear on the home page remember to un-select promote to home page.

Save.

This will appear on the home page if set to do so, and on the news page. The order is defined by the publish date/time. Play with publish date if you want to change the order.
