New York Foundation for the Arts

New York Foundation for the Arts created. Originally established to provide low-interest loans to arts organizations to sustain them between the time the NYSCA contract was awarded and the money arrived.

By 1984 NYFA had greatly expanded programs to include a consultation service to artists, oversight of an artist in residence program, and administration of a fellowship program. Ted Berger, Director in 1984.

    Creative Artists Public Service Program (CAPS) rejected a New York State Council on the Arts (NYSCA) offer to reassign and share administration of selected fellowships with the New York Foundation for the Arts (NYFA). In 1983–84 CAPS awarded fellowships where funding had been committed: choreography, fiction, film, multi-media, screenwriting/playwriting and video; for 1984–85 NYSCA increased overall fellowship support to $1.1 million and proposed NYFA administer architecture, crafts, film, video, fiction, poetry, choreography, music composition and playwriting while CAPS would administer photography, painting, graphics, sculpture and multi‑media. Under Isabelle Fernandez CAPS resisted NYSCA urgings to increase outside fundraising, add a crafts fellowship and contain administrative costs.

    New York State Council on the Arts (NYSCA) established the Creative Artists Public Projects (CAPS) fellowship program, administered by the Cultural Foundation; the program provided funds to individual artists and required fellowship recipients to participate in a public service under the direction of Isabelle Fernandez. Other directors included Mary MacArthur; until 1984 CAPS was solely responsible for New York State's individual fellowship program.

    Omar K. Lerman reports that the New York State Council on the Arts found 1971-72 (Year 2) equal to Year 1: applications rose from 850 to 1,216 while the appropriation for Council distribution fell by $5 million ($2.7 million excluding a $2.3 million NYPL special appropriation), and 805 organizations were supported versus 600 the prior year. The Council administered over $14 million; Special Programs made 116 grants across disciplines; separate programs served 573 organizations and the Information Center handled about 3,500 inquiries. A National Research Center survey of 543 nonprofit cultural organizations showed $184 million in expenditures; State funding for those organizations was $8.8 million and yielded $15 from other sources for each State dollar, returning the subsidy three times over.
